Main Purpose of The Role:
The Digital Programme Manager is responsible for leading, coordinating, and ensuring the timely and high-quality delivery of strategic Technology Operations initiatives. They will oversee the full programme lifecycle — from inception through execution to operational transition — ensuring that all projects deliver measurable business outcomes, adhere to governance standards, and maintain a consistent focus on time, cost, and quality.
This role provides structure, predictability, and visibility across the TechOps delivery portfolio, embedding discipline and continuous improvement in execution practices. The Digital Programme Manager also plays a critical leadership role in developing the Digital Project Managers, fostering collaboration, and ensuring programme delivery is both efficient and value-driven.
Key Responsibilities:
Programme Leadership & Delivery
- Lead the planning, coordination, and execution of the TechOps programme portfolio, ensuring initiatives are delivered on time, within budget, and to defined quality standards.
- Define clear programme roadmaps, success criteria, and governance mechanisms to ensure predictability and control.
- Maintain rigorous oversight of project schedules, interdependencies, and risk mitigation plans to prevent slippage.
- Embed a culture of delivery excellence — ensuring quality assurance and continuous improvement are integrated at every stage of execution.
- Manage programme scope changes proactively to protect delivery commitments and maintain alignment to business outcomes.
Stakeholder Management
- Act as a trusted partner to senior stakeholders across TechOps, Technology and wider Business Units.
- Provide proactive and transparent communication on delivery performance, risks, and dependencies.
- Facilitate decision-making forums, resolving conflicts and enabling the removal of delivery blockers.
- Collaborate closely with the Service Readiness & Communications to ensure stakeholders are engaged, informed, and confident in programme progress.
Governance, Standards & Reporting
- Establish and maintain consistent governance structures, including steering committees, Programme / Project reviews, and delivery checkpoints. • Oversee RAID (Risks, Assumptions, Issues, Dependencies) logs across all projects, ensuring timely escalation and resolution.
- Ensure delivery quality through structured assurance reviews, milestone validations, and post-delivery evaluations.
- Produce high-quality, data-driven executive reports and dashboards that communicate progress, risk, and value realisation clearly and accurately.
Team Leadership & Development
- Line manage Digital Project Managers, setting clear expectations around timeliness, delivery quality, and governance discipline.
- Drive a high-performance culture focused on accountability, transparency, and collaboration.
- Provide coaching and professional development opportunities to elevate delivery capability across the team
Cross-Functional Collaboration
- Collaborate with Digital Delivery teams to ensure readiness, adoption, and operational quality.
- Work with Transformation, Infrastructure, Networks, and Workplace teams to align delivery plans with technical dependencies and capacity.
- Partner with the Service Management Office to ensure alignment to governance frameworks and reporting standards.
Knowledge and Experience:
- Extensive experience (5+ years) leading complex technology programmes within large, matrixed IT or Technology Operations environments.
- Proven delivery leadership across multi-workstream programmes (£1m+), involving a mix of infrastructure, cloud, platform, data, integration, digital workplace, and network initiatives.
- Strong understanding of core TechOps domains, including:
- Infrastructure & Cloud Operations (on-prem and cloud platforms)
- Network Services and connectivity
- Digital Workplace technologies and end-user computing
- Service Management and operational readiness
- Data platforms, integrations, and system dependencies
- Demonstrated ability to orchestrate delivery across diverse technical teams, aligning engineering, operations, service management, security, and third party suppliers toward shared outcomes.
- Deep experience applying programme governance, delivery frameworks, and controls across Agile, Waterfall, and hybrid delivery models, with a strong focus on dependency, risk, and benefits management.
- Strong commercial and financial management capability, including programme budgeting, forecasting, vendor management and business case oversight.
- Highly effective senior stakeholder engagement, with experience influencing and reporting at Director and Executive level across Technology and the wider business.
- Comfortable operating in high-ambiguity, fast-paced environments, balancing strategic intent with disciplined execution and delivery assurance.
- Demonstrated track record of improving delivery predictability, quality, and operational outcomes across complex technology estates.
- PRINCE2, MSP, or PMP certification preferred; strong practical experience considered equally valuable.
- A calm, credible leader with a delivery-first mindset, strong judgement, and a commitment to high-quality outcomes and continuous improvement.
